Why are penalties for crimes committed by young black men in the southern USA so excessively harsh?

There is nothing wrong with punishing anyone who has committed a crime. But it seems that if you are a black young man and commit a crime in the south, anything ranging from putting a hicky on your underage white girl friend or getting involved in a school fight …….they really slam you. [...]
